Ⅲ. Construction Background of the Project
dmin Kongdong Island is 10.08km from Yantai city area, cross the sea against Zhifu Island and Yantai City, covering an area of 0.84 square kilometers. This island integrates historic relics with mountain and sea scenery, possessing of wide tour development prospect. The shape of Kongkong Island looks like the Chinese character "丁". Its mountain spreads 1500 meters long from east to west, alike the character "一", forming a natural barrier. Submerged rocks spread all over the back of the mountain. Xiguangzui is at the west of the mountain, where the extending rocks is hundreds of meters far away from the east rock of Ma Island, to prevent wind and waves, make the natural gulf between the Big Island and Ma Island into a good berth place. At the southwest, there is a half-moon gulf, with fine sands and gentle weaves, which is a natural bathing beach. At the back slope of western end, is a cliff with one hundred meters high, like a city wall, and war defensive relics can be found there. A white lighthouse situates at the north hill of main peak, surrounding by green trees with long history. Standing at the peak, you can see the "丁" shape village clearly. Island circling road and neat villages set off one another between blue weaves and green trees. The Wangyutai harbor at the south end of island takes natural advantages with many auto and sailing boats berthing at the east and west banks, making the gulf more beautiful.
dmiThe main island is surrounded by more than ten small isles and rocks in various shapes, like stars surrounding the moon. Many touching legends circulating at the Island, covers a mysterious mist on the Island. In addition to charming scenery, the island has rich sea product resources such as the rare expensive products of sea cucumber, abalone, Zishifang shellfish and scallop, etc.

Ⅳ. Construction Scale and Main Contents of the Project
dmiThis project makes full use of the current natural resources, to develop the tour items with unique topic. At the north cliff, carrying out adventurous and exciting tour items such as rock climbing, bunging jump and diving from the cliff, etc. At the east seashore, there is rich sea biology on the beach and between the rocks, which can attract visitors to have the feeling of "sea comb". The southeast part is the dining, recreation and rest area, building some fine food rooms and holiday tour rooms. Setting up sea sport club on the beach, to carry out the items of water-skiing, boating, race boat and motorboat drawing parachute. Making the half-moon gulf at the southwest of the Island into a sea bath, to develop the items of swimming, sunshine bath, beach soccer and beach volleyball. At the north beach, establishing a statue of sea goddess for blessing the happiness and safety of the people. The inside of Half-moon Gulf will be constructed into a hundred-bird world garden and a dove square. The west Ma Island will be constructed into fishing fans' park - fishing club. The north Snake Island will be constructed into explorers' park. Setting several small yachts transporting between the main island and the isles, for visitors exploring and sightseeing. The tour activities on the whole island are interesting, participating and exciting. It is divided into nine parts for development.
dmi1. Bathing beach. Setting two bathing beaches in the east and west separately. Developing the items of beach volleyball, beach soccer, water-skiing and boat racing, etc.
dmi2. Cliff entertainment area. Setting the limit sport club at the north of the Island, to carry out the items of cliff diving, rock climbing and bunging jump.
dmi3. Garden area. Constructing a hundred-bird world garden and a dove square at the inside of Half-moon Gulf.
dmi4. Recreation area. At the east and west parts building recreation club, to provide dining and recreational items for visitors.
dmi5. Statue area. Constructing a statue of sea goddess at the shallow seashore between the Main Island and Ma Island.
dmi6. Fishing area. Setting a fishing club at the Ma Island, for the fishing fans resting and competing.
dmi7. Sightseeing area. Building sightseeing pavilions at the main peak north-mountain and Biandan Island, for visitors taking a sightseeing of the sea and city.
dmi8. "Sea comb" area. Setting four "sea comb" areas at the east, the northwest and Biandan Island, for visitors touching the sea.
dmi9. Exploring area. Snake Island, 500m away from the main island, is with beautiful natural scenery and prosperous trees. Many vipers are living in this island, mainly of pallas pitviper. It is planed to develop tour adventurous items at this island.

Ⅴ. Preliminary Analysis of Economic Benefits
dmIn 2001, Yantai received visitors of more than 9 million person times. After completion, if receiving visitors of 500,000 person times annually, and consuming USD6 per person time, the annual business income will be USD3 million. Deducting various operation expenses, the annual profit will reach USD2.2 million. The recovery period of investment is 5 years.

Ⅵ. Ways of CooperationThe Chinese party will take part cash, land use rights and current facilities as investment. The foreign party can take cash, yacht and entertainment facilities as investment. The contribution proportion and cooperative way shall be discussed face to face.
